The illustrations are by Tomie de Paola: a very young Tomie de Paola (the book was published in 1965, when he was just 31):
Pura Belpré was born in Puerto Rico in 1899, and she then moved to New York where she worked as a librarian and storyteller in the New York Public Library, collaborating with Mary Gould Davis (for more on Davis, see this earlier post). You can read more about her life and career at Wikipedia.
One of the African Diaspora stories in this collection was later published separately: Dance of the Animals: A Puerto Rican Folktale.
